Sometimes a 21/130 will rub sometimes it wont. Somewhere in the 70/30 range from what Ive seen. Most of the time you can drill the fender mounting hole out to one size smaler than 7/16" and lift the rear of the fender to gain enough clearance. I had one that still only had a 1/4" clearance aftrer drilling/lifting. By no means will a bigger wheel fit without modifying the fender.
A 18x3.5 works with no problems whatever & there are many tires to fit that rim, either 130/70-18 or 140/70-18. I have one on my 2000 & I really like it, the tire diameter & width is almost the same as the 16" but the larger diameter rim looks a lot better. I already had spoke rims so all I had to do was buy a larger rim & spokes & have it laced to the original hub. If you can find a cheap stock wheel or just the hub it should save you some money.
I run a 21" with no problems. Factory fender in stock mounting locations.
Looks like your running a 90/90 21 or a 100/9 21?
I ran that on my Road King also and there are no clearance issues, but most are running the 130 21 and it is hit and miss if they will rub. Some wont rub until you gt up around 75 mph then you can hear it rubbing!
