Sorry, the best way I found for my riding style to help the ride on my 08 FLHX, was to drain the oil out of the shocks into my waste oil container, then very carefully, take the stock shocks and keep them as far away from my bike while replacing them with aftermarket shocks.
But to answer the OP's question; turn upside down and let drain for a day or two. Using a lightweight oil, like the stock 5 weight or for a firmer more controlled feel, use 7.5 or 10 wt. I used synthetic trans oil the last time I did it and it worked pretty well. I used a large syringe, like you might use to inject butter into a turkey with, to fill them up with 11 oz in each shock.

You can also build a jig that will pump the oil out. Just install them upside down and compress them a few times, that will get all the oil out. Then turn them over and measure out 11oz of new oil and slowly install it with a turkey baster, you'll have to pump it a few times to make sure the oil get's past the dampers.
I'm going with 10wt suspension oil when I do mine this spring, stock is 5wt.

Honda dealers sell 5, 7 1/2 and 10 wt "Shock" oil. The stock harley shocks are made by the same people who make the oil. I used the 7 1/2 wt last time I did it and it worked great.
I'm running the shorter street glide / HD 12" lowering shocks on my Electra Glide classic with out any trouble.
I used a barb style fittings in the shocks and pumped in the oil (I think the mentioned 11oz is correct) in with a rig I use to bleed the brakes.
Take a plastic soda or power drink bottle drill in a barb fitting to the cap and run a plastic hose from the bottle to the shock. You can pump it in easy enough a little at a time.
