I did this on my 08 and plan on doing it on my 2010. I agree it just might slow them down a touch. Sure the hell can't hurt.

did the same, but use wing nuts on the inside.

also, drilled holes in small copper pipe caps and inserted some torx bolts (old ones form the derby cover) thru them to secure the bracket ( that used to have the Dzus clip) to the frame of the bike. painted them black. now you can't get a wrench in to simply remove the bracket. only way to get the bags off is to break into the bag. certainly if they want it bad enough they can break into it, but will take some time.

I did this setup to my UC. I used stainless 5/16 18 Button Head Allen bolts. The same 3/16 Allen I adjust my rider backrest with fits these. You can't stop a serious thief, but he might move on to another bike that has the stock pins. Forum members gave me this idea, but I had spread the end of one of my stock pins putting it on one day. I went to my local Dealer and they wanted 9.00 dollars for it. I thought hell no, theres gotta be a better way. JMO

A standard bolt can be taken off with pliers, no need for a wrench the right size.
I'm just saying it wouldn't make me feel very secure about it.

Those u-nuts are sometimes called Tinnerman nuts. You can get a pack of the 5/16-18 at NAPA part number 665-1461. Also Lowes, Home Depot & Ace carry them.
