Did the bolts just work loose or did some of them snap off? Seems like I've heard of a few guys whose bolts have backed out, wallowed the pulley holes and eventually snapped off in the hub. I don't know that it's common, but it happens.
I had it happen on my 03 Heritage. I didn't use red locktite and the bolts worked their way loose. I had used blue. Good chance your shop did something similar.

Common?! I've never heard of it happen to anyone who's maintaining their bike correctly (whether they do the servicing themselves or go to a good shop). I think the shop you took it back to you owes you a better explanation.
