Good thing I got them at a descent price.
The best bet for a good price on the Pockets is to keep an eye on eBay. Get some used ones. You can go to one of the On-Line Harley dealers and get a 20% discount on new ones.

The Lower Fairing Glove Boxes basically come in two types. The ones for Non-Vented and those for Vented. Seeing as the ones you have didn't come with the pockets, they are the Non-Vented type. The cut off at 2004 is because Harley started to only use the Vented Lowers in 2005. All other Factory Lower Fairing sold new after that were sold only from the Accessory Catalog. They do fit the later models, but are not vented. I copied right from the Harley Accessory Catalog.

FLT and FLHT Fairing Lower Glove Boxes
Offers a convenient place to store riding gloves, sunglasses, etc. The snap-on® door cover (included) is embossed with Bar & Shield logo. Includes glove box doors. Available in black only

It is what I had on my Ultra that was totaled. I have anew set to put in the lowers on my Road Glide.

You can go to eBay and find them. Usually starting at $35 per set. Or go to the source on line and get them for $47.95 with free shipping. I got mine from eBay, but didn't bid over the $35. I was beat a couple of times, but I figured i would not pay more on eBay than I could get them direct.

Was now wandering about the pockets, how do they attach to the lower fairing.

The "U" clamp is used to attach the Glove Boxes to the inside of the Lower. It passes througth the Box and holds it in place to the Engine Guard .
