Default Brembo Banjo Bolt Torque Value

Just finishing up my DYI 1k service. I see why the dealer charges so much if they really hit all the fasteners on the Critical Fastner list. I went through my list and got them all except the transmission bolts. Couldnt see how to get to them. Anyway, when it came to the brake caliper banjo bolt it says the torque should be 17-19ft-lbs. Set my wrench to 17 for the right front and it moved. I turned it about 1/4 turn to see if it clicked, but it wouldn't. The left was the same way. No sign of a leak so I am assuming something was amiss. My wrench is good...I have checked it against another of a different brand and they were the same. All the other bolts for the brake banjo's are 12.5 and I wonder if the book is wrong? The have crush washers so maybe that is part of the problem.

Either way, they are not leaking and seem tight enough, I was just curious if anyone else had any experience with them.
