Yes, the HD version is available for the RK. I saw the new version on a bike and with the running lights, it was hard to tell when the brake was applied because the running lights were so bright.
As for the Kuryakyn Panacea, the book dosen't mention a load equalizer. Do you really need one?

Installed the Kuryakyn kit in January, simplest accessory I've ever installed. Makes you much more noticeable to traffic.
First time I went for a group ride with some of my buddies after the installation, there were 5 bikes besides me. Within a week after seeing my new brake lights, 3 of them had installed the same unit.
