Question What are the best steps to take in upgrading an engine?

I have seen a bunch of questions on upgrading cams, etc. but I was wondering what the best steps are in upgrading an engine. In other words, if you upgrade the cam first, what other things should be done with that or should you put your upgrade to pistons or heads first? I am basically looking to upgrade my bike in phases to be both economical and to get the best benefits. So to those of you that do this type of work or have had it done, what are you suggestions? I'm sure there are a lot of people out there that could use this info (or at least I'm one of them).
I believe the cam upgrade (once the typical ac/pipes/tuner is done) is the first step so is that correct or should I look at this differently or is the cam just part of the first step?

You can go cams next, just keep in mind what you want the end result to be so you don't put cams in now that won't perform as well with the heads and pistons you will use down the road.
