Hopefully in better quality than the OEM hinge.

Not that I've seen, but there is the HD Premium Tour Pak hinge in chrome that is much beefier and could be powdercoated.

+1 the powdercoater can make any metal part Vivid Black!

Since these hinges are moving parts with some close tolerances, does anyone think paint or powdercoat might not hold up?

Yup...
It holds up on all kinds of rough service applications in the modern world, no reason to believe that it wouldn't hold up on the hinge faces.

Drilling out the rivots is no big deal. You just need a second set of non-technical hands (wife, kids, well trained dog) to hold the lid while you drill out the last couple of rivots and screw in the first couple of screws while reattaching the new hinges.
