Default Couple DIY questions

I have V&H pipes on the bike. I have the type that have cone style tips. Their chrome is cracking and chipping, and honestly I don't like the tips as much as some reverse slash or even straight cut tips. They make some nasty looking (IMO) turn downs, but they don't make anything I like for these pipes. I can't afford new pipes so I was considering making my own tips. Has anyone ever tried this kind of thing?

Also I am quite sure that the Baffle materials are all destroyed. The pipes sound sloppy and overly loud, I know they sell baffle material, but I've heard that you can just pack it with fiberglass, which is easy and extremely cheap to get. Any recommendation here or should I just buy the $20 kit and repack them?
