Every dealer show rooms I've visited (maybe 50 or so) have had these installed on every bike. Check the right side wiring bundle that drops right over your engine oil filler. I'd be very suprised if it wasn't there. If it isn't it will take you all of 20 minutes to install one yourself. Most of that time is getting to the top of the battery.
When the ignition is off there is no connection to the battery from the lighter so this will not work. Only takes a few minutes to hook it to the battery.

My Ultra came with it so I assumed that Harley mounts it on all bikes.
I noticed that the '09's and 2010's all had the adapter installed, so I just assumed that was one of the changes for the '09 chassis. I asked the other day and found out that the dealer puts them on, not the factory.
Dealer does this now because they want people to buy the Battery Tender due to too many 'battery issues', especially during the winter months. Dealer has taken it to the next step: when you buy a new bike, if you can't give them 'all stars' on the first H-D survey, come in and let them have an opportunity to make you 100% happy, completely satisified, then you they give you the Battery Tender for free. Even though I'm sure it was charged against the deal when I first bought my bike, I thought it was a nice touch...
The battery tender is a nice touch. Both dealers install them when the bikes come in. The batteries that come in our bikes are really quite good, but they are flippin expensive. $200!!! Not your typical Wal-Mart battery.
