If when you roll on the throttle, the bike kind of hiccups and takes a couple lurches before it picks up a steady speed, you're prob. lugging. Sorry I can't be more specific, I don't have a tach and it will vary between bikes and what you've done to them. I'm pretty sure most would agree that below 2000 is definitely lugging and some might say below 2500???
I can't really describe it, but you can hear and feel that the bike is in an idle range where it's not quite ready to go faster and you know you would want to downshift if you had to get out of the way in a hurry. Art

lugging is when you are riding and as you let the clutch out if your in the wrong gear or the RPM is too low, then the engine lugs and shakes and it's not so good for the clutch and engine to ride like that....
It's needs to be kept in the RM range as you start and stop. A good range is anything above 1500 when starting from a stop....
