The price the dealer quoted the OP was with an Autotune system (they are not cheap). If he has FBW (no autotune) it would be less expensive, and likely closer to your price.
I don't think the quote was that out of line with autotune, air filter, and adjustables. Of course one can do it cheaper by assembling himself.

none of the 2007 are tbw....
the local dealership here is doing the stage II 103 upgrade for 1800. course thats with all hd parts (inc exhaust, which are not included in that price) so he is doing a download and not a sert tune on the dyno. that will add significantly more to the cost.

That's not necessarily a great (or good?) deal.
That's a pretty high price tag not to have any headwork, and "autotuners" are not all they are cracked up to be. They will NEVER run as well as a PROPERLY TUNED bike that has a SERT/TTS/SuperTuner/DirectLink.
I'd say keep looking. There are many "packages" out there that include outstanding components, including professionally done heads for less than that advertised price.
