Those bikes usually go for around 10-11K in good condition. I'd bet he's got the price at 13.5 because of the rims and all.
I'd offer him 11 and make sure it's carb'd. Those early MM EFI pretty much sucked. So I hear..I never had one. I could be totally wrong and thats ok

The 99's had some issues. I wouldn't give more than $8500 for that bike. It is also getting close to needing new cam tensioners, and other stuff. For $13500, you can buy yourself a 4 year old bike.
