It is the horn cover. Most people I know call it the cow bell.

Ok, I know I'm getting old, and I've been riding for 40+ years, but this is one curve ball I didn't see coming. So that's the horn? Go figure, and so brilliantly camouflaged right out there in the open. I guess gone are the days when you'd have gone over that bike from head to toe before you'd even consider buying one. And yes, to all those haters, I know there is no such thing as "dumb question"..... But, just imagine if you lived before this perfect world of being PC on everything, and if there was such a thing as a dumb question, would this one come close to winning the blue ribbon? I'm just sayin'......
