Very common issue. The GPS is the more reliable of the two. Supposedly a built in error - to account for variances in tire diameter (due to manufacturing tolerance or wear).
Some of my Japanese bikes have been off (low) by as much as 10%.
I am in this industry having worked with GPS since its inception. I have a Zumo 550 and an 09 FLHTC. The Garmin indicates 77 while the HD speedo shows 80.
The GPS sats are accurate to within +/- 2 TENTHS of a mph.
I have learned to use the Zumo's numbers.
Mine varies depending on the tire wear. It is most accurate about mid life on the tire...
That seems opposite of what others are posting. The smaller the circumference of the tire should make the speedo read faster. So your speedo is reading slower than the GPS when the tire is new?

Mu Ultra reads about 4 mph slower than my TomTom. My brothers BMW is a bit closer. The other issue I noticed is that on the same trip; my Ultra and my brothers BMW clocked different mileage; so I have no idea which is correct.
