I was curious about this. My Venture was approx. 10% off. At 60 you would actually be doing 54. At 30 you would be running 27. I was wondering how accurate the HD's were or if there was a built in margin also.

Harleys ship from the factory with the speedo reading 2mph less. Could be 4mph less on newer models. I originally read it in either my service manual or the instructions that came with the Baker DD6 gear set I installed. The gear set stated that I would need a recalibration unit to correct the change to the speedo. Anyway, I was thinking the factory setting could be for safety or something, but if you think about it...

Being as it reads slower than actual miles, it could be like the old "Baker's dozen" being counted as 13 instead of 12, to insure that the baker wasn't cheating you by scrimping on dough weight. Your bike reads less miles per hour from the factory, so the accumulation of mileage gives you more miles to go before the warrantee wears out. Those of you who have corrected the miles per hour are the ones gettin cheated now!

I have a good friend who's a LEO. He compared my bike speedo against his radar gun. GPS was spot on... 2004 FLHTCUI was off by 4 mph.

No bike is the same, some things will be slightly different.
Most speed-o's are a % off.
My Ultra is 2.2 mph off at 60 mph or 3.6%
There may be some that is mph off but I would think that would be rare.
My Honda was off 4.8 mph slow at 70, changed gearing and now it is .02 mph fast at 70 mph
When I am riding the ultra I can set my cruise 2.2 mph difference and I have never been pulled over- 58 mph by speedo in 55 mph zone for a example.

All vehicles, motorcycle's, cars, trucks speed-o is fast
Do not know about any law but they all do it on purpose.

You have your math backwards.
If the speedo is faster than actual then you will get to your warranty mileage faster too.

Mine was 1 mph more then my Garmin BEFORE I changed tires. Put on metzlers with slightly different dimensions and it was about 4 mph more then Garmin. Night Dragons are on bike now and back to original size ... thank god for TTS speed calibration .

The warranty is based on TIME not miles.
