Default Exhaust and tuners

I am going to purchase True dual thunderheaders and want to know the best way to make them effective with tuners. Just get a PC? or is there any other things to do for maximum performance such as fuel metering units i've heard of? I will def. dyno it when its all done but i just want the best set up i can get for the money. Any suggestions? thanks
