Leave those baffles in and just insert the 1 5/8 dia. BCT baffles at the rear of the head pipe. It just restricts exhaust and sound. It's worth a try.

news update, Rinehart slip-ons for 09 dyna
OK
I did the whole thing. Pulled the end caps, took out the baffles, wrapped them with thick fiberglass performance wrap. Put them all back together and re-installed them.
Didn't make much of a difference at all. There is a slight reduction in the high frequency cracking but nothing you would notice unless you were really listening for it. It's still pretty much a straight through pipe and sounds like one.
I bought some SE II slip-ons and threw them on the bike. Everyone was saying that they are just stock pipes with Screaming Eagle embossed on them. They are not. Most notably when you look through them you can see a little daylight at the other end. With the stock pipes it's like looking into a black hole.
They are louder and have a much deeper sound. Not only that but suddenly there was all that power that I was promised with Rineharts and never got.
Plus there is a louder baffle available for the things so unlike with Rinehart I have some choices.
My whole Rinehart experience has been pretty much a total disappointment. The look good but that was the only thing they had going for them.
I hate to give Harley more money but this time they made me happy.

Well, I just tried something different and like it better than before. I took my stock right pipe and completely gutted it. I left the left side pipe alone. I then inserted that 1&5/8 Big City Thunder into my right pipe directly in front of the muffler. What a deep tone, loud but not obnoxious, but really deep and it really growls at WOT. It also corrected my surging idle that I had at warm up, and that was more embarrassing than that big *** hole I have in the muffler now. Leaving the left side strangled like HD intended really helped fill up that 3&1/2 pipe so it has a pretty sweet sound.(IMO) Glad to hear you found satisfaction.
One day later, and they kept getting louder so I put my other "shade tree" muffs back on.
