Call and tell them your concerned with what appears to be premature tire wear and very uneven wear. Took some talking but they did it for me last month. They told me they were getting LOTS of calls about the D407s poor wear. (Especially after they announced the new tire for the 2009s would give better wear with the new harder toire compund in the center and softer on the edges for better handling.)

Is that the official recommendation from MoCo, or just something that your dealer told you? The service bulletin from MoCo makes no mention of a higher air pressure.

Another victim. Got 11,000 on front tire on my 09 UC. I took it to the dealer complaining that the bearings must be going bad. Front end roared at 50 MPH. Of course they said nothing was wrong with the bearings. They never offered that the front tire was cupped and causing the problem. I had it in for the ABS recallibraton and they then said you need a new front tire. They never said that they were having problems with 09 tires. Said it was a wear item. No discount - $291

I just had mine replaced with the 408 under warranty. If you are having this problem, it may be best to contact Harley Customer Service first (unless you're in pretty tight with the dealer) and speak with them. They gave me a reference number that I gave to the dealer. The dealer called them when I got there. If it is a safety issue for you, I think you have a better chance of getting it warrantied.

My dealer told me that the announcement of the running model change (replacement 408 tire for the miserable 407) mentioned specifically that 40lbs front and rear would provide better wear.

I do not have a copy of the announcement, only the dealers word.

I originally complained to the dealer about front end shimmy, and after checking the runout on the disc brake rotors (within spec) was given the MOCO phone number to call, and when I called the MOCO, they gave me a reference case number to present to the dealer on my next visit to the dealer.

Went directly to the dealer, gave them the reference case number, they called the MOCO (while I was standing there) and when the service writer he hung up the phone, said we will replace it under warranty.

Here's the actual Tech Tip (TT400). It makes no mention of increased air pressure in the tire.
