Fuse keep blowing on accy plug

The power outlet has a specific negative and positive terminal. It also has a live outer shell that can be easily shorted to the positive terminal in the center if in contact with metal. I wrapped mine with Rescue Tape and extended the wires to mount it in the Tour Pak. No problems. Make sure you've got the + and - terminals right. Won't cause a short until you plug something in that's pole specific.

Fixed it
The bike is an 08 Ultra. The actual power cord that I was using to go from the Garmin to the outlet was bad. I found another power cord and it worked fine. Thanks for all the information, it was very helpful.
Also connected a outlet to the spare wires on the headlight, and it works fine also.
Don't understand why a power cord would work in the car, but kept blowing fuses on the accy outlet.
