Rob, lots of HDF'ers, myself included, have installed the HD cruise control kit on our bikes. No dealer service is needed; that's for '08 and newer bikes with the electronic throttle.
Stop by the parts counter and ask the guy to print-out the installation instructions for the cruise kit for your bike. You can read it and see what's involved and if you want to do it. Not difficult at all. Having the HD service manual also makes for an easy DIY project.

Study the procedure for removing and inserting these small pins, which is in Appendix B of the service manual. The initialization procedure is forthright but be sure to warm the bike up before doing it.
Other than this and the fairly time-consuming task of mounting the servo and running the cable, it isn't a bad install given some patience. You don't need to refer to dealer service for any reason unless you botch the installation, which isn't likely. Later TBW bikes are much easier to install since the servo is part of the throttle system and is already installed, but you'll need to take the bike to the dealer to activate it, and at my dealer that would be another $37.50 (minimum).
BTW, if you don't have a service manual you can buy one on Ebay for $9 in a PDF version. I have both and mostly use the PDF file, also has the Electircal Diagnostics manual included. Having a search function makes this the preferable type, not to mention the much-lower cost. Together they would probably cost $150 in hard-bound form from the dealer. I don't know if these are legal copies, as HD has a copyright on the hard copies and I see no copyright notice at all on the PDF file.

Rob, when you are at the dealer, pull the instruction sheet from the kit and purchase a couple extra of the tiny "C" clip that comes with the kit. The instruction sheet will have the part no. It's very small and easily lost during the installation. Do the same for the brass ferrules used on the throttle and idle cables. These are very cheap parts and their cost to have extras is cheap job interruption insurance which can be returned later for a refund if you like.
