Is there any modification to the fender or front end to replace the 16" wheel with a 21" wheel?

 

You will need to drill out the rear mounting hole in your fender with a 3/8" drill, and the lift up on the rear of the fender as much as possible and then tighten everything back down and bend over the tabs that hold the bolts in.
