I know you are upset, and rightfully so. But I can promise that you are not getting option #1. and you probably would not get a new bike no matter what, but never ask for something and in the next sentence tell them what lesser agreement you will settle for. You might as well said, I want a new bike, but if you will just fill the old one with gas, I will settle for that.

You have a loaner, yes? If so then you are not out riding a bike altogether so you shouldn't ask for deferred payments. You also shouldn't be asking for a new bike as they should be returning yours to the prior condition. I wouldn't have written that letter until or if you had problems with getting things accomplished.

Oh Well
I was able to ride it for 30 miles then the Rear Shocks blew....
Now waiting for Rear Shcoks - was told 7 - 10 days, more days....
That gives me a total of 5 days riding my bike in July, oh well.....

Yeah, you're probably asking for too much. Unless California's Lemon Law applies to motorcycles I doubt you'll get a new bike.
Moving your July/August payments to the back of the loan only complicates issues, & they may add interest because of the extra time on the loan.
Harley is the entity guarantying the warranty. San Jose Harley only acts as their agent. You can have the repairs done anywhere & Harley pays. A separate letter won't change any of those things. You probably won't get another full two year warranty on the frame, swing arm, & shocks because warranties don't work that way. They guaranteed to repair any defects for a period of two years, & that's what they are doing.
I'm guessing that you would be better served by asking that they have a local factory representative look at the repairs done by the shop or find a shop that they know is competent.
I know it's a pain, but good luck.
