Does anyone make a radio that you can still use the hand controls?

Sony including marine radios work with hand controls. Just have to get the adapter to plug into bike harness. I forget the company that sells the harness. But if you use the search you will find it. It might of been Hogtunes I got the harness from.

Most any brand that states that their radio is compatible with factory steering wheel controls will allow you to use your hand controls.

I'm using an Alpine head unit, and am able to use my hand controls.

You will; however, need an adaptor. This is where Biketronics comes in. Even though I didn't buy the radio from them they checked the model to see if it was compatible.

Firecap, here on the forum has an adapter for the Kenwood units. As does Dragonfly. I'm sure other do too.

Biketronics & Hog-Wired kits probably most popular. Biketronics has AVC(automatic volume control) and Hog-Wired doesn't if that's important to you. Hog-Wired kit supports a wide array of head unit manufacturers.
