Fluid capacities and specs will be the same for police and civilian models. Don't know about the '07 but my '04 says 20-24 oz in the tranny; 32 oz. in the primary; and, 4 qts (I go with 3.5 to avoid overfill) in the engine. FWIW, if you check Amsoil's website, they recommend 25-50 in all three holes.
The best money you will spend on your bike is the 2007 HD Service Manual for Touring Models and the Police Supplement. The Police Supplement will deal with air ride seat, siren, and other police-model specific issues. On a trip last Friday I stopped for a break at Pat Rogers Speedway HD in Charlotte and they had the 2007 Police Supplement on sale at 40% off list. Give their parts department a call and they can mail it to you:

I can understand how this type of tranny lube thread can be confusing. Half or more of the members that post don't tell you what year bike they ride. Does it matter? Of course it matters. There are alot of gear oils (Amsoil 75w90, 75w110 Mobil 1 etc) that will "work" in the Harley 5 and 6 speed trannies however Amsoil 75w140, Redline Shockproof Heavy, and Belray Big Twin Transmission Oil (85w140) will not only work in the 6 speed cruise drive they will also quiet the infamous 1st and 5th gear whine. Hope this helps.
