Default Can I just install slip ons?

I'm looking to do just the V&H Monster Ovals on my 09 FLHX at the moment. Do I have to do a Fuel Pak and/or tuner right off the bat? Limited funds are the issue but I'd like to get the slips ons for the time being and go from there.

If you just change the exhaust you should be ok. If you change the Air Cleaner too, then you'll need something to adjust the fuel mixture.

Only if you are changing the air cleaner too.

Of course it would be better if you did but if you are not changing the air into the motor, it's not critical to have a tuner.

Having said that, a friend told me today that he drilled out a few holes in the baffels on his bike. He likes the sound better but his fuel mileage went from 43 mpg to 36.

Keep in mind, just changing the exhaust will make it sound better but you might not like the other changes.

Speaking from experience I just installed the Monster Ovals alone and the sound was great but the bike ran hotter then a summer day in Haiti. Don't do it you will not like the heat and it's not good for the motor to run any leaner then it already does stock. Those mufflers have 2 1/2" baffles and the need more air running through them then the stock air cleaner will allow.

Just installed monster ovals alone on my 09 ultra classic several hundred miles ago and haven't noticed any increased heat after the initial first 50 miles or so to burn the coatings off the inside of the new exhaust.

Slip on's only is fine. If you add an air cleaner then you need a fuel pak or other mapping device.

As they say above, slipons only are fine. I do think adding a fuel tuner would benefit you in several ways - reduce heat, improve performance, etc.
