09 front forks look like crap

The forks on my 07 didn't make it 6 months on the Gulf coast. It's not really a Harley issue (most every bike down here suffers the same fate) but it sure is a shame to see it happen so soon after spending $20+ grand.
The chrome of the powdercoated replacements will fix you up. I've seen people buff off the clear coat and polish the stock aluminum, but be prepared for a *LOT* of work to go that route (and once the clear coat is off, you'll be commited to keeping them polished all the time).

My cheap BMW's F650GS's wheels are clearcoated. Can go months without cleaning them and they look new after a quick wash.
To the OP, I suggest you get your forks chromed.

My dealer told me that if they start looking bad they will replace them & if I pay a small difference then I can get the chrome ones? Will see if they will when the time comes?

I know this isn't the answer you were looking for. But what you had happen is exactly why I went with chromed sliders right from the start. Had them put on before I took delivery of the bike. I saw what happened to my forks on the lowrider and it wasn't pretty. It didn't take long for pitting and corrosion to set in. Really pissed me off because I took very good care of the bike and kept it clean religiously too! That clear coat they use on the fork sliders is just about worthless!
