You are the judge of the value of your time.
In my case, I bought one off craigslist (paid the guy via paypal). I paid $600 shipped. It had virtually everything I needed except the $50 docking hardware for my bike.
Overall, I'd say it was a decent value. The package included:
The Tourpak
A nice backrest
A chrome luggage rack
The mounting bracket for my bike
The light bar - installed
Were there some scratches? Sure, but after some elbow grease and touch-up paint, it looked really pretty good. When I wax my bike and the pack, they appear to be equally nice. For about $100, the dealer mounted the Godforsaken docking hardware, had them wire up a quick disconnect harness that tapped into an existing brake light run and provide a connection point for the antenna (which I should've just had them mount a Dakota Digital Antenna in the fairing).
Overall it was a fun project for the winter (thanks to many familiar names here - Harley Pingman for one). All told, I guess I saved somewhere between $700-$800 versus buying new - and I learned alot along the way. The one thing you may also want/need to consider is the George Anderson TourPak relocator kit - which allows the Tourpak to be mounted further back on the bike - this was a must have for me due to my Corbin Solo and Passenger Pillon being a bit further back from stock.
Keep your eyes peeled on Craigslist and also look at Craigslist for cities known for having lots of bikes - L.A., Phx, Miami, etc. - I got mine from a guy in Phoenix.
It was dusty from non-use and as I mentioned above needed some TLC, but I cleaned up pretty well.

Also does it have lights, sides and two in rear? Antenna? If antenna both AM/FM and the CB? How about locks? Is it with a key?
Speakers or pods for speakers, are they in the mix too? Interior liner? Or any lid pockets?
And most of all, what about the mount? Fixed or detachable?
