I find that in normal braking the front forks of my 2008 Ultra seem to be very soft. I am looking to stiffen it up and have the following questions. Will changing the fork oil help and if so what weight of oil are you using? Also, should I consider new springs, if so any advice on a particular spring to use?

I fitted progressive springs on my bike with 1 3/4 spacers and 10 weight oil no diving under brakes or dragging floor boards on every corner now. Progressive suspension sells the fork springs also check out there stabilizer brace for your 08 bike

You might try SE Heavy (not Extra Heavy) fork oil before investing in aftermarket springs. I have it installed and it made a big difference, firming up the front-end and reducing bottoming and dive. It is an easy job if you follow this procedure.
Technically speaking changing fork oil can not change the amount of dive, it can only change the rate that the front dives at, if you follow my drift. Oil weight controls damping, it can not reduce the amount that the suspension compresses for a given force.
