'09 Touring Bikes and Catalytic Converters (What's The Truth?)

all california, CVO and international models VIN 5HD... has catalyst on the head pipes. Mine is a european bike and it has CAT.
It is a ****! I changed mufflers for a pair of kerker and the sound is a shame, with stock meffler bike was ultra quiet, with kerker it is just quiet. this kerkers where on a 02 touring and they used to sound great. Theres no fiber inside the mufflers (it is all burned) so they are supoussed to be louder but they are quiet.
It is driving me crazy because we have to pass polution test everyyear and Im not going to be changing the head pipes very year in order to pass the test. Dont know what to do... maybe the only solution its to change head pipes for a non catalyst and then get a pair of pre09 ca mufllers with cat in order to change just mufflers and pass the polution test.
any ideas of how to get more sound without taking out the cat from the headers?

All California HD touring bikes had cats in 2009.
The same for international bikes.
Dito for all CVO bikes, no matter where they were sold.
In 2010 everything got cats. The EPA requirements just keep getting more and more restrictive each year. That is what will drive the move to water jacketed Harleys, as their are many more options as opposed to air cooled engines.
