The MOCO's reasoning:

"As the Motor Company has grown, we’ve experienced tremendous increases in product families and product categories. The current part numbering format, developed in the early 1960’s, can no longer support this growth, and if we do nothing, we will run out of base part numbers by 2012."

Taking the part number of 12345-99...they consider 123 to be the part range and 45 to be the index and obviously followed by the - and year designation. So all they are doing is dropping the "-" and year so 123 would be the part range and 45000 would be the index. They will continue with the suffix of updates as A, B, etc.
