I have the StreetGlide Profile shocks on my bike, and the ride seems kind of harsh. Is the upgrade to the Progressive 440's worth the expense? $450 is a lot of money to spend if I'm going to be disappointed.

I have 12.5" 440's on my '07 and they were a big improvement over the stock 12" air shocks. I weigh about 170# and have the standard springs, but if you ride with more weight (2-up, etc.) you may want the heavy-duty springs. These shocks aren't perfect but are an improvement in both ride and their decreased tendency to bottom. I bought mine used on Ebay for $300 and I consider them a worthwhile purchase, but your take on them for $450 may vary.
If you don't care much about ride height you might want to instead go with the standard 13" EG shocks, and you can find them on Ebay for $50 or less. They may not be quite as good as the 440's but would be much less expensive, and if you decided you didn't like them you could resell them on Ebay.
I've had the 440s and didn't like em. Had Works Performance and didn't like them either. I'm now back to the stock shocks and with small air pressure adjustments, from 1 to 15lbs, I finally found the sweet spot for me. I figure I lost about $200.00 after resales.
I'm running 20lbs in the Profile shocks for 2-up(300lbs total), and it's too harsh. Does more air make it stiffer? Just thought it might be counter intuitive. Will less air make it bottom out?

I have a set (11.5) 440 HD's on my 2007 RK and love the ride. Put the shorter ones on to lower the bike - didn't have to lower it just like the way it looks lowered. But, the ride is a lot better than stock.
