That harness kit contains:
Tour-Pak® Quick Disconnect Harness for Ultra Models
Wiring Harness Kit allows the installation of Detachable Tour-Pak® Rack Kit P/N 53246-09 on '09 Ultra Classic® Electra Glide® models. Includes rear lighting wiring harness, CB antenna relocation kit and passenger communication port mounting. Retains intercom and headset settings at levels set prior to Tour-Pak® removal.

However, it requires you to finish one of the deutsch connectors and the harness includes is about 6" long, not nealy going to reach anything unless I do find a coiled up harness on my bike somewhere. I'll search for it during this week when I have time.
Without a coil somewhere, I view this harness kit as useless to me for the most part.

Rodeo, look under the left side cover. There should be a bundle of wires zip tied to the frame, it includes the antenna wire. That's what your looking for, on my 09 streetglide the fender extension lights are plugged into it. Here's a crappy phone pic.
In the second pic you can see that I have unhooked the antenna and feed the wire back through. It IS long enough to reach into the tourpack.

Had a little time tonight to look for the harness and thanks to Akitakoi, it was right there as he said, coiled up with the excess radio antenna. Took about 5 minutes to route it correctly back to the Tourpack and BINGO!! We have LIGHTS! (Now I just need the appropriate rubber grommets to fill in the access holes.)
