There is no difference. That is my point. If you pass a law that says no talking on cell phones while driving, people who are causing the problems will switch to head sets so you can't tell they are on a cell phone and their driving will be just as dangerous.
My point is it is already illegal to drive distracted. We don't need another law to be more speciffic. It doesn't matter if you are on a cell phone, reaching for a smoke, changing a cd or anything else.
I agree with you that it is frustrating to know that many drivers are impaired because their mind is somewhere besides on their driving. I just don't agree that a law that says no cell phones would help.
