Keep bugging them if that is the bike you really want. I ain't no dealer when it comes to numbers. Table's always there as negotiation's part of the deal.

Man i wish i could afford a $36000.00 dollar luxury vehicle.. What make this bike worth 36k? Does it blow you while you ride? That Blue,Black ans Silver is awesome but 36k?

'09 Screamin Eagle Ultra: $36,000 - $15,000 cash = $21,000 for your '07 Ultra ?????? It ain't gonna happen for $15,000 difference.

That would mean they have at least $18,000 in an '07 Ultra, when that is more than a new '09 Ultra would cost a dealer.
If they are going to have a bike sitting on the floor, that they have $18,000 in, then it's gonna be a new bike, not a used '07.

They are going to plan on making money on both bikes. That's how they make money. They don't make money giving you $18,000 for your bike, keep it for 6 months, then sell it for $18,000 to the next guy.
