Dear WW1flyingace,
I think I've solved the problem. My local harley dealer told me that the rubber inserts are supposed to be on my bracket but the the parts list for my kit doesn't list them (he said that the parts list for the FLHX does list them). He thinks this is probably an oversight at Harley, and that all of the 2009 kits for the EG Classics are missing these pieces. He's notifying Harley and ordering me a couple of sets.
He also clarified that the outer rubber-coated docking point in the front of the base is for mounting things like sissy bars....so my instructions were right (they just failed to include the rubber inserts).

Correct. The outer post on the front is where a sissybar/passenger backrest would mount (the rear mounting point) with the front mount point being at the top of the shock absorber mount. (its part of the shock itself)

WOW! I have an '07 and same type of problem - "brackets too wide at the back, frame mounts too narrow". Sounds like the same engineer designed both.
I'm thinking of adding a washer or two between my rear plastic bushings and the frame to spread my bushings out a little and let the slots line up properly. Would something like that work for y'all?

So I had the metal spacer in the right place the first time, I figured the directions where wrong when I tested it and it didn't seem right, haha!
Glad I didn't force it and break anything.
