FYI.. I had a 2000 Heritage and changed to Roadking bars. The stock Heritage bar position (mini-apes) gave me pain/fatigue in my triceps. No modifications but that was going to lower bars not taller bars.
I put a set on my 01 Road King this winter. Haven't ridden yet, but I think they will be more comfortable. I bought a set of take-off's from someone's Heritage on in this forum. No cable/wire changes are required.
No changes would be needed on your '03. I know that most of the cop RK's have the Heritage bars on them. My buddy has them on his RK and they aren't bad. I chose to go with the Road King High bars instead but they are very similar if you look at the specs.
+1 on no changes needed. Had to slightly bend the brake line, but no issues. Watch the wires on the left grip. (mine were crimped) I had to eventually cut 5/8ths off each side of the bars to line up the dimple in the bars to where the wires leave the control, so they would tuck in correctly.

How did ya'll get the gurad off of the triple tree ? did you have to remove the entire nacelle just to get at the handlebar bolts ?
I don't recall if I had to take everything off to get to the bolts. I was running new wires for my speakers, so I ended up taking the whole front-end off, but for some reason, I thought that all you need to do is pop off the plastic disc around the handlebar lock with a small screwdriver, remove the 3 screws, and lift off the cover.
