The problem here is getting one bearing out. If you can move the spacer a little bit to expose the inside of a bearing, you may be able to tap it out little by little. Once one bearing is out, you can use the spacer and a rubber mallet to knock out the other side. The only problem with this technique is that the bearing is steel and the hub is aluminum...if anything gives or warps or dings, it will be the hub. And that's no good when you go to put new bearings in.
I just did a bearing swap on some spoked wheels. I took the wheels down to my local HD dealer and they popped out the bearings for free. It took them about 2 minutes per wheel.
I would: (1) Get a shop to do it, or (2) Get the bearing puller and do it yourself.
Is it worth it to buy the puller and do it right or to maybe warp the bearing race in the hub and have to buy a new hub/wheel? Just my $0.02.
