If he is out for attention, I am sure it works. In SC I think the limit is either 15 or 18" above the seat height.

I seen the maker of bars like these at High Desert HD in Boise last July or so. His bars were nearly this tall and he said that his were legal cause he made them or some law allows it or whatever. They were extreme though but kind of cool. Dangerous but cool in their own right.
