actully depends on the material A petroleum based product , let it sit on pipe, paper towel and soak it with WD-40,Kerosene,gas,etc after about 10-15 minutes remove and wipe with a clean soft towel and WA-LA...clean

I tried some road and tar / bug remover that I had in the garage and it was very effective for removing the rubber from the bottom of the wifes boots which she can not seem to keep off the pipes...........

Use a penny but make sure it is pre-1982. Pennies prior to 1982 were 95% copper and 5% zinc. Copper is softer than chrome so it will not scratch. Pennies after 1982 are 97.5% zinc and 2.5% copper so you don't want to use them as they may scratch. I used a penny several times and it works great followed by some chrome polish. ( I am referring to USA pennies)

I gave up scuffed them up and painted them black! problem solved!

WD-40 and a SOS pad. Ten seconds and your done. Safe for chrome and paint.
