He also pays careful attention to CEO's and high level management. I have read that he won't invest unless the CEO has been long term.

Buffet saw an in. He always invests in under valued stocks. It's how he makes his money. When you have billions you can take those risks. I think we all know Harley is slightly undervalued. Buy low, sell high. Its how he got to where he is.
