I don't think you said which bagger you are working on? But on my RoadKing when the brake light went out, it was a short on the front fender tip light. One of the tabs that hold the wire inside the fender away from the tire came loose and rubbed thru the wire causing it to short. I removed the tire put the tab back to the fender using JB weld and fixed the short. Just a thought.
