Default Fat Boy fender with fairing lowers

Ok can anyone tell me why the Fat Boy fender adapters for the FL front end say can not be used with fairing lowers??? Basically saying the Fat Boy fender can't be used with lowers. I have pondered this and even looked at a Fat Boy side by side with an FLH to see what could be the reason. The only thing I came up with is the ducktail flare of the FB fender. But it doesn't look like it would come close at all. I was talking to the parts manager at the local dealer and he didn't have an idea. He even called HD (SPOC) and the couldn't give an answer. They were gonna call the fender manufacturer and find out and get back to him. The pm did come up with a good thought. It may be because the FB fender is alot higher in the rear and may allow road debris to kick up into the lowers. Might not be a fitament issue after all. May be a liability issue.

Anyone have any thoughts???
