Took a look at the AMA sight that shows all the state laws. According to their site, Maryland has a requirement of 82dBA at 50 ft. The Rinehart specs say they are 96dBA but don't mention the distance. If the 96 dBA is right at the bike, you should be ok.
I can't imagine any officer giving you a ticket if you are riding normal. Now if your one of those people that sit at a light and rack the pipes for no reason, you probably deserve a ticket.
The specs are close enough to the limit, if your just courteous with your pipes, I can't imagine any problems.

The "quiet" baffles on the Rineharts will not make enough difference for you, IMHO. If I were in your position and telling the neighbors to FO is really not an option, I might consider selling the Rineharts and buying Rush or Jackpotsfrom Fuel Moto. The Rush baffles are wrapped (unlike the Rineharts) and come in 5 options from 1.5 up to 2.5. From what I hear, the 1.5's are nice and quiet and the 2.5's are plenty loud. Swapping baffles for your trips to the "library" would be a piece of cake and a lot quicker than swapping mufflers. Just MHO.

I have 10 acres in a very rural part of Western WA and I commute about 70 miles to work. I can warm up my bike for 5 minutes @ 4:30 am without bugging the neighbor too much. If I was living urban than I would feel obligated to make some concessions or considerations. The Rineharts are loud to the non-bikers. Give respect, get respect.
