I have an oportunity to get a 95 ultra classic but the cruise does not work. Is this a comman problem? Could someone tell me how this system works on this bike. Thanks.

 

I could be wrong but I think they are electro/mechanical...stepper motor with a cable.
Could be as simple as a stuck/broken cable.

 

It is electric/mechanical with a stepper motor as stated previously. First check your fuses, then check/clean all connections, make sure you have power to the unit and check the grounds- dont forget the two connrctions on the throttle cable by the steering head. Make sure you have some slack in the throttle cables. If they are too tight they won't work. That should get you started, if it still does not work PM me and we can start down the diagnostic tree.
