I push snow in the winter for the Va. highway dept. and their orange vests are very sturdy and have zippers!. They are out there.

You really can't go wrong with these things. If you have to wear one, that is. You have elastic laces on the side with cinch slides, zippered front, there's an inside the zipper pocket for your cell, the outside breast pocket is where I put my garage door opener. (One day I'll wire the darn thing into the bike) It's mesh so it's not too hot. Mind you I hate wearing the F^#(1n& thing, but it's not as bad as the "Road Guard" style vests. Main reason I like it is for the ID card holder on the front. No fumbling in pockets for it and the half-blind rent-a-cops at the gate can see it easily.
An interesting sidenote. I was coming to work one morning about 4:30 and saw a single tail light about a half mile ahead. Got closer and saw a bright white dot above it. Got a little closer and my headlights finally hit the reflective strips on his vest. Saw the white helmet a long long way further off than the "safety vest".

+ 100 on the Icon Mil-Spec Vest. A few adjustments and zero wind flap.

I was the first in my local PGR group to get one for road guard duty and now at least a dozen guys have them.

Pay a little more and only have to buy it once.

Great vest.

Default +1 on MilSpec

I've worn one of these for about two years now. You have to have a vest on military installations and these don't flap - at all. I've actually worn it over a leather jacket as well.

It comes in sizes, has a front zipper (so you don't have Velcro straps flapping around), and lasts me a few years in all-weather riding. Price is reasonable. There are a couple of vest pockets in the front, which may be useful to some, and I think there's a place for a badge, if that matters. Because it is available in sizes, you should be able to buy one that fits snugly.
