The "U" bar attaches to the TP at the back of the "U" and has four (4) other screws that go through the TP, "U" bar, round to flat spacers and the chrome detachable rack. The stock detachable has holes to move 1 or 2 inches. The Kuryakyn kit allows another 2 inches. AT least that is how it works for 05-07 Touring bikes.
If you look closely at the bottom of an '06 tourpak (which is what I have ) you would see that there are 2 channels which are spaced 3/4" apart C/L to C/L to allow for positioning of the tourpak 3/4" forward or backward. You can't see the 2nd channel in my pic because my "U" bar is correctly located in it and if you look closely at the 2nd pic you can just make out the raised inner lip that defines the channel

It's amazing what the sales people and service writers don't know....and don't want to learn, just tell you a bunch of lies to try to sell you a bike. My one dealer told me all HD seats were real leather.

If that doesn't give you what you want, I highly recommend the George Anderson Tour Pak relocation kit, search on the forum, you will find it.

A plus size passenger would probably require a little more room back there especially if when using a rider backrest.

Common sense answer. Get down on your knees and look at the bottom. Right after looking at the date on this thread.

I like that one, how is it on the solo ride with the tourpack as your backrest? Got a link where I can get one? Do you have to install a solo seat, or does it slide over the existing 2-up seat?
