Spray amorall on cold engine. Wipe off excess overspray on chrome. Let sit on engine for a few minutes. Start it up and let it burn off. Makes the black look like new
PIGSPIT, available at some walmarts and most HD dealers. Spray it on, leave it alone (wipe off exess with clean rag). I use it 2x a year, black cases and wrinkle finish elsewhere stays noce and black and clean.
Really surprised the WD-40 didn't work. I did the same thing with that waterless cleaner stuff. Wife brought it home one day thinking she'd help me clean up the "little car" as she likes to call it. Got that crap all over the engine and sprayed real well with WD-40 then wiped/rubbed it off with a soft cloth/rag. Nice black engine and jugs again
You could also try Shout! laundry stain remover. Wet bike while cool with water. Spray engine with shout. Use a paint brush to spread the shout around. Let sit for a couple of minutes and rinse thoroughly. Then hit it with pig spit or S100 engine brightener. Should look good as new.
Pig Spit is great, however our WalMart stopped carrying it and would not give a reason why. The S-100 engine brightner works just as well and is sold at most all Harley Dealerships. Can is half the size as pig spit and twice the price! (go figure) Still. it keeps your black engine paint looking new. Spray it on a COLD engine and walk away. GOOD STUFF

All true. Once Walmart quit carrying Pig Spit, I refused to buy any more S-100. I now use silicone. 2 bucks a can. Works just as good, IMO.
