Volt meter reading
Buddy has a 2002 Screaming Eagle Classic, At idle volt meter reading high 14s when reved up the volt meter drops to 10 volts and less, also the meter will jump from high to low and you can notice the head lights dimming and getting bright.
He had the stator done last season.
Does this sound like a regulator problem?
Any help is very welcome.

Sounds like a VR problem , but you have to check everything else first to establish a "good guess".
Check the battery connections , clean and tight.
Make sure the battery is fully charged before testing.
Check wiring for chafing and connections.
Check the stator output with the regulator disconnected as per the manual.
Then the VR is a good guess....

Same Problem
I'm having the same problem with lights dimming on my 04 RG. At about 2800 RPM voltage drops to about 10 V. When I shift up of course the RPMs drop and everything is fine again. I'm also having trouble keeping the battery charged. I'll take the battery in tomorrow but just curious as to what your buddy found out.

Check the voltage output of stator into the VR, and output voltage of VR to bike wiring harness.
When doing so, look closely at the input and output terminals for any discoloration and or water intrusion or corrosion.
I've found the input to the VR the plug contacts were out of round and not closed like "O" but were open on the seam sides like a "C" this was causing over heating on the other legs and has had a similar symptom.
I have closed the plug contacts brightened them up with some of my gun cleaning brushes and then covered with silicone dialectric grease. Cured the problem that I had, my input voltage to the VR was normal, just not contacting right, and that made the output voltage bad. After taking care of the input terminals all was normal again.
Good luck with it.
